At approximately 7:45 am on 4/11/2023 while performing a Humane Handling Task Dr. REDACTED, Dr. REDACTED and I noticed the following noncompliance in the pen area: There water was no water in holding pen number 1 which contained 3 sheep and 2 goats. There was also no water in the holding pen number 2, which contained 1 cow. The owner REDACTED was immediately notified of this noncompliance. Water was placed in both pens for the animals to drink. This failure does not meet the requirement of 9CFR 313.2(e) which states" Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in holding pens for animals held over night to lie down.
