Non-Compliance Description:

On 4/5/2023 at approximately 1025 hours while performing HATS Category VIII – Stunning Effectiveness on the Kill Floor, I observed an establishment employee attempt to knock a heifer with a .22 magnum caliber rifle. The first knock was ineffective. The animal remained standing, alert and moving around in the chute with blood dripping from its nostrils. The employee immediately chambered another round but was unable to apply it for approximately 1.5 to 2 minutes due to the free movement allowed by the chute. The second knock was also ineffective. Blood spattered onto the adjacent wall and employees face and apron. The animal remained standing, alert and moving around the chute. Establishment Owner REDACTED applied an effective 3rd knock with a .38 pistol approximately 30 seconds later. I rejected the knock box with U.S Reject Tag No. B-45469572 and informed Establishment Owner REDACTED that they could continue processing the current animal but would not be able to proceed with the next one until further notice.
