313.15(a)(3)
On 11/08/2022 at approximately 0954 hours. I observed the establishment loaded a Steer Cattle into the knocking box. The animal was secured in the head gate. The owner, REDACTED took his captive bolt gun and placed the first shot. The dropped down on front legs, was vocal and had eye tracking. Owner took backup captive bolt gun and place second shot. The animal still was vocal and had eye tracking. Owner reloaded his gun and place the third shot. The animal was still vocal and had eye tracking. The owner reloaded again, lined up his shot and performed an effective stun. All four shot was taken in less than a minute. I tagged the knocking box and told the owner, Mr. REDACTED that this will be the last animal to be slaughter until someone from district office get back with him. The establishment failed to render the animal unconscious in a manner that will minimize discomfort and excitement. Having an ineffective stun does not meet regulatory requirement of 9 CFR 313.15(a)(3).
