313.15(b)(1)(iii)
HATS Category VIII 9 CFR 313.15(b)(1)(iii) – Adequate Restraint On March 25, 2023, at approximately 0837, the following noncompliance was observed. Food Inspector (FI) REDACTED was notified of a problem in the hide-on area of the slaughter floor by Slaughter Supervisor REDACTED. She stopped production and moved out of the head inspection area to the final rail. A cow was then observed walking from the hide-on area through the head inspection area toward the evisceration table by FI REDACTED and FI REDACTED who was at the final rail inspection. A hand-held captive bolt stunner was attached to the animal. The cow walked to the evisceration table where establishment personnel were able to restrain and effectively stun the animal. Company break was called after the animal was stunned at approximately 0838. Food Inspector REDACTED observed the cow unconscious on the slaughter floor by the evisceration table. Plant Manager REDACTED was notified that a noncompliance record would be issued. The establishment has failed to comply with 9 CFR 313.15(b)(1)(iii) adequate restraint of animal in stunning area.
