While on routine Ante-Mortem inspection I, CSI REDACTED, came upon the following non-compliance condition: There were 2 bovines in separate pens. Each pen had a black plastic bucket full of water, but the water was frozen to a depth of 1/4 to 1/2 inch and hindered access to the water for the livestock. This is a violation of 9 CFR 312.2 (e) which states in part, "(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed..." I asked an employee to chip the ice away so that the stock might drink, and he complied. I informed REDACTED that I would issue an NR, citing the relevant section of 312.2 Mr. REDACTED said they had located electric warmers for the water troughs and would install them.
