HATS Category VIII- Stunning Effectiveness On May 15th 2023 at approximately 14:30 hours while performing the Livestock Humane Handling Task at Establishment #9714, I, CSI REDACTED, SPHV REDACTED, and FI REDACTED observed the following noncompliance. A veal calf was standing in the stun box for stunning with a handheld captive bolt. As the stunner made the first attempt with the captive bolt, the captive bolt penetrated the skull directly above the calf’s right eye. The calf then stumbled in the stun box, fell down, and stood up again. No regulatory control action was taken as the stunner took immediate corrective action and delivered a successful second stun which made the calf unconscious and insensible. Mr. REDACTED, the establishment owner, was verbally informed of the noncompliance and the establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15 (a)(1).
