313.15(a)(1)
On Monday, October 17th, 2022, at approximately 3:30pm while performing the review and observation component of the Livestock Humane Handling Task and verifying HATS Category VIII, stunning effectiveness, the following noncompliance was observed. While I, REDACTED DVM, conducted a PHV quarterly humane handling assessment and correlation with REDACTED, IIC and REDACTED, CSI, an ineffective stun was observed on a mature ewe. Slaughter employee-in- training REDACTED attempted to stun a mature ewe with a 9mm hand-held captive bolt. After discharge the animal remained upright on its knees with eye tracking. No vocalization was noted. Mr. REDACTED reloaded the captive bolt and REDACTED, owner, immediately delivered a second stun that was effective in rendering the ewe unconscious. Examination of the skull revealed two holes, with only one in the correct location. The first stun attempt was located low and off center to the right of the proper location for correct stunning. This is noncompliant with 9CFR 313.15(a)(1). The establishment does not have a written robust systematic approach to humane handling. On Monday, October 17th, 2022 at approximately 9:30am while performing the review and observation component of the Livestock Humane Handling Task and verifying HATS Category III, water and feed availability, the following noncompliance was observed. While I, REDACTED DVM, conducted a PHV quarterly humane handling assessment and correlation with REDACTED, IIC and REDACTED, CSI, it was observed that there was no water available in two of the three compartments on the trailers used as holding pens for this mobile unit. REDACTED, owner, was notified of the deficiency and immediately provided all pens with water. The animals did not appear thirsty. The lack of water availability is noncompliant with 9CFR 313.2(e). The establishment does not have a written robust systematic approach to humane handling. Owner REDACTED was notified of this noncompliance both verbally and in writing with the issuance of this NR.
