Non-Compliance Description:

On 10/03/2022 at approximately 0740 while I (REDACTED, SPHV) was completing the Livestock Humane Handling Task, the following non-compliance was observed. A low-line steer was placed into the kill box and a .22 mag rifle was used to stun the animal. Due to its’ small size the head catch could not be used. The first shot did not render the animal unconscious as it was still standing and looking around the room, moving its’ head and eyes. The establishment employee immediately shot the steer a second time with the .22 mag rifle and rendered it unconscious. On post-mortem, the head was skinned, and it was observed that the first shot was on the right side between the eye and ear and the second shot was just off center from proper placement of the bullet. The employee stated that the animal had moved at the last second while he was pulling the trigger on the firearm for the first shot. No retain tag was placed on the chute as immediate corrective actions were put into place. For rest of the animals slaughtered today, which were all smaller low-line cattle, the establishment put the animals in the kill box for a few minutes to calm down and then took their time to make sure they were getting the correct shot. This is non-compliant with 9CFR 313.16(a)(1)
