Non-Compliance Description:

On April 30, 2024, at approximately 8:50am, while I (REDACTED, CSI) was performing humane handling task I observed Mr. REDACTED, Owner and 2 employees secure the cattle properly in the Knock box and shoot it in the head with a captive bolt. The animal immediately went down. The establishment wanted to perform a second stun with the captive bolt because the bovine in the knock box was vocalizing. I walked to the stunning box and observed the 2 employees helping to hold up the animal’s head for the stun. The captive bolt failed to operate, so the owner stated he would use the backup .22 Magnum rifle that was immediately available. We left the area for safety while the firearm was used. One shot was heard. The animal had remained down through the entire process and was confirmed to be unconscious after, and remained so during shackling, hoisting, and bleeding. I tagged the knock box with US rejected tag # B-45 999555. Mr. REDACTED, Owner was notified of the non-compliance in correlation to CFR 9CFR 313.15(a)(1) and 313.15(a)(3).
