On 8/2/24 at approximately 8:50AM, while performing a Humane Handling task, I observed that there were 2 cows on a trailer on USDA premises pulled up to the unloading area. Upon speaking with CSI REDACTED she stated the cows had been present on the trailer since she performed pre-op. The cows did not have any water. I notified HACCP Assistant, REDACTED that all animals require access to water, even when on the trailer. REDACTED then spoke with establishment owner, REDACTED At approximately 9:57AM I went back to the trailer. The cows were still on the trailer and no water had been provided. I notified REDACTED that the establishment would be receiving a non-compliance in accordance with 9 CFR 313.2(e).
