HATTS CATAGORY III: Access to water-9 CFR 313.2(e) On 11/15/2023 at approximately 0700 hours the following noncompliance issue was found while doing a routine PHIS Humane Handling task. The water in the tank in pen 1 was frozen over with one beef steer in there unable to drink. The regulations state that the animals in all holding pens must have access to water. This is noncompliance of HATS CATAGORY III & I - 9CFR 313.2(e). I spoke to Mr. REDACTED (Slaughter Manager) at approximately 0705 hours and let him know of the problem with the water and he took immediate corrective actions in my presence and broke ice in the tank and gave access to the animal in the holding pen. No U.S. Retain/U.S. Reject tag was utilized. At approximately 0718 hours I spoke to Mrs. REDACTED (Owner) of my findings in holding pens and informed her that I would be issuing a Noncompliance record. Mrs. REDACTED stated Preventative corrective actions to be taken immediately: The establishment will be placing tank heaters in tanks to keep water from freezing. After further review of the Noncompliance Record, it has been determined that there is no other noncompliance record with the same or a similar root cause.
