On March 7th, around 7:00 am, myself, CSI REDACTED and PHV Dr. REDACTED upon ante-mortem inspection of the animals in the holding pens, noticed the goats, lambs, and bull did not have water or access to water in their pens. The bull was also from left from the previous day's operation also did not have access to feed or had feed in its pen even though being held for more than 24 hours. Dr. REDACTED notified REDACTED of the this violation. This is in violation of 9CFR 313.2(e) that all animals in holding pens shall have access to water and animals held for 24 hours or more shall be given access to feed.

On March 6th at 9:15am while doing post-mortem inspection of beef, I, CSI REDACTED, was looking at the sticking process of the beef cattle and noticed in the holding pens across the parking area that there was an establishment employee and a construction work cutting a metal pen gate divider while there were still animals inside the pen with them. Upon closer inspection of what was going on, I determined that a construction worker was using a battery operated hand grinder to cut the metal gate off to create a larger opening for the cattle. This caused sparks to fly in the air all over the area where the animals were in the same pen. I immediately notified REDACTED and the PHV of the situation. All management staff, establishment employee and construction crew members were notified of the severity of the situation. This is in violation of 9CFR 313.2(a) which states that animals being moved in the holding pens must be moved with minimum excitement and discomfort.
