On Wednesday, September 11th, 2024, while observing HATS category VIII, stunning effectiveness, IIC REDACTED observed the following noncompliance: At approximately 8:14am, plant supervisor, REDACTED brought a beef into the knock box. Mr. REDACTED took the first shot using a .22 caliber rifle. After the first shot, the beef (steer) vocalized and remained standing. Mr. REDACTED took an immediate corrective action by grabbing the establishment’s readily available .22 magnum rifle for the second stun attempt. The second stun attempt was effective and rendered the animal unconscious and insensible to pain. IIC REDACTED requested the head be skinned out to verify shot placement. Upon inspection of the head, IIC REDACTED could see the first shot was low and to the left when facing the beef head and the second shot was in an acceptable placement. At approximately 8:25am, Mr. REDACTED brought another beef into the knock box. Mr. REDACTED took the first shot using a .22-caliber rifle. After the first shot, the beef (steer) vocalized and fell while trying to turn around in the knock box. Immediately, Mr. REDACTED grabbed the readily available .22-magnum rifle and administered a second shot, rendering the animal unconscious and insensible to pain. IIC REDACTED requested that the head be skinned out to verify shot placement. Upon inspection of the head, IIC REDACTED could see the first shot was low and to the right when facing the head, and the second shot was in an acceptable placement. The establishment did elect to switch stunners for the remainder of the day following the second ineffective stun. The establishment does have a robust written systematic approach to humane handling. IIC REDACTED consulted with SPHV REDACTED following both instances. SPHV REDACTED contacted DVMS REDACTED and the decision was to issue a noncompliance record. REDACTED plant supervisor, was verbally notified of this noncompliance. This noncompliance record serves as written notification.
