HATS category III: Water and Feed Availability While performing the Livestock Humane Handling task at Harmon Brothers Meats, Inc. M7356, I, CSI REDACTED, made the following observation in pen area at approximately 1415 hours. Three mature dairy cows located in pen #2 were observed with no water available. I notified regulatory manager REDACTED of the non-compliance with 9 CFR 313.2(e) and the forthcoming documentation. Ms. REDACTED instructed a plant employee to immediately make water available to the animals. Ms. REDACTED notified me after speaking with the plant employee that a small trough with water was available upon receiving animals and to avoid the water freezing, but the animals consumed the water during operations. Ms. REDACTED stated that she will increase the frequency of water checks while using the small trough. I verified that water was available to the animals at 1422 hours.
