HATS Category VIII: Stunning Effectiveness While performing the Livestock Humane Handling Verification task at approximately 11:00 a.m., I, CSI REDACTED observed a stunning failure on a bovine. The establishment personnel moved a heifer into the knock box and restrained with the head gate. It was noted that the establishment stun operator is new to the position, and has been performing stun duties for approximately one month. The initial stun attempt with a handheld captive bolt device (HHCB) was observed to contact the animal, but was ineffective, as the animal remained standing and vocalizing. The establishment stun operator retrieved the backup HHCB device and delivered a second stun attempt, which was observed to be ineffective, as the animal remained standing and vocalized. The stun operator reloaded the HHCB, and two additional successive stuns were observed to be ineffective, as the animal vocalized and remained standing. Subsequently, a fifth stun attempt with a HHCB device was delivered, rendering the animal insensible, and it remained so thereafter. Establishment owner Mr. REDACTED was notified of observed non-compliance and U.S. Rejected Tag NO.B-45402445 was applied to the knock box.

IPP heard the cow vocalize after the initial stun attempt with the captive bolt. Establishment employees followed with an immediate and effective second stun with the HHCB device, that rendered the animal unconscious, and it remained so thereafter. Establishment owner REDACTED and slaughter floor employees were made aware of the non-compliance record and U.S. Rejected Tag NO.B-45402455 was attached to the knock box.

While performing the Livestock Humane Handling task in PHIS at 11:25a.m. IIP REDACTED observed an ineffective stun on a cow. IPP heard the cow vocalize after the initial stun with the captive bolt. The first captive bolt shot rendered was not effective to cause an immediate unconsciousness to the cow being stunned. Establishment employees followed with an immediate and effective second stun that rendered the animal unconscious. Establishment owner REDACTED and slaughter floor employees were made aware of the non-compliance record that did not meet the requirements for 313.15(a)(1): Immediate unconsciousness (captive bolt). U.S. Rejected Tag NO.B-45402455 was attached to the knock box to stop slaughter until corrective actions were completed.
