On May 20, 2024, at approximately 0950 hours, while verifying HATS Category VIII Stunning Effectiveness, I CSI (REDACTED) observed the following Humane Handling noncompliance: Specifically, IPP observed an establishment employee utilize a captive bolt to stun a steer. However, after the initial stun was administered, the steer remained partially standing, only slightly buckling at front knees, but quickly regaining footing rendering the first stun ineffective. At this time, an establishment employee only hearing the captive bolt go off, unaware the stun was ineffective, drew open the chute’s drop floor prematurely, having the steer drop onto the floor. The mis-stunned steer displayed obvious clear signs of consciousness as IPP observed it standing on the kill floor as well as other signs such as i.e. eye tracking, alertness of the head, neck, and ears, and rhythmic breathing. An establishment employee immediately applied a 2nd stun via a prepared captive bolt to the steer successfully. The animal responded immediately, displaying clear signs of insensibility, i.e. the animal dropped, no eye tracking, the head, neck, and ears were limp as well as tongue relaxed, no display of rhythmic breathing, and no vocalization. The steer was then shackled, stuck, and bled. Immediate regulatory control was taken, and the slaughter process was stopped. Mr. REDACTED, Kill Manager, was notified of the noncompliance and the establishment’s failure to comply with the regulations prescribed within 9 CFR 313.15(a)(1). Corrective actions are pending. A similar noncompliance (MAN0010044318N) was documented on 4/14/2024 and will be associated with this NR.

Non-Compliance Description:

On April 15, 2024, at approximately 1003 hours, while verifying HATS Category VIII – Stunning Effectiveness, I SCSI (REDACTED) and CSI (REDACTED) observed the following Humane Handling noncompliance. Specifically, we observed an establishment employee utilize a captive bolt to stun a steer. However, after the initial stun was administered, the steer remained partially standing, only slightly buckling at the front knees, but quickly regaining footing, prompting the establishment employee to apply a 2nd stun immediately with a prepared nearby captive bolt. The animal immediately collapsed following the 2nd stun with no sign of reaction to surrounding. The animal was then removed from the chute, shackled, and bled while continuing to displayed clear signs of insensibility, i.e. no eye tracking, the head, neck, and ears were limp, and no display of rhythmic breathing. Ms. REDACTED (Manager) was notified of the noncompliance and the establishment’s failure to comply with the regulations prescribed within 9 CFR 313.15(a)(1).
