On Tuesday October 31, 2023 at approximately 1340 hours I, CSI REDACTED observed the following noncompliance while observing stunning procedures while on the slaughter floor of Est. M47879 Looped Square Meat Co. When the employee attempted to stun a Goat his first attempt was too low and punctured high on the nasial cavity but below the brain stem on the animal. The animal vocalized in pain for a moment until the employee was able to reload the captive bolt gun and make a second attempt. While the employee was trying to reload the captive bolt gun, the hammer was locked in the forward position. The employee had to hit the hammer with a sharpening steel to get the hammer to disengage from the fired position to load another blank. The second attempt was a good hit, and the animal was properly stunned. I informed QA/Compliance supervisor REDACTED of the noncompliance with 9 CFR 313.15 (a)(1), Which states in part “The Captive Bolt Stunners shall be applied to the livestock in accordance with this section so as to product immediate unconsciousness in the animals...). The first attempt with the captive bolt gun did not produce immediate unconsciousness.
