HATS Category VIII: Stunning Effectiveness At approximately 1030 Today, I observed the following noncompliance while performing a Livestock Humane Handling task, HATS Category VIII Stunning Effectiveness: I witnessed a plant employee attempt to stun a dairy cow with a captive bolt. Upon firing, the charge hit the bovine in the lower middle of the skull. The animal remained standing and did not vocalize or attempt to move away from the plant employee. The employee took an immediate corrective action by delivering a second effective charge shot, rendering the animal insensible. This is a noncompliance in violation of 9 CFR 313.15(a)(1) due to failure to produce immediate unconsciousness in the animal by a single shot. I notified Plant Manager REDACTED of the noncompliance. No regulatory control actions were taken due to immediate implementation of a corrective action.
