Non-Compliance Description:

On 11/9/2023 at approximately 12:45pm, while performing HATS VIII, the following noncompliance was observed. An ineffective stunning attempt was observed followed by an immediate corrective action of an effective stun on one beef steer by SPHV Dr. REDACTED. The animal was standing in the stunning area calmly, and owner REDACTED lined up stunning attempt with a 20-gauge shot gun. After firing, the animal was noted to still be standing calmly and looking around without vocalizing. REDACTED quickly reloaded the gun with another bullet that was readily available from a buttstock shell holder attached to the gun and performed an effective second stun. Examination of the head after skinning confirmed two holes in the skull. This is a non-compliance with regulation 9CFR 313.16(a)(1), immediate unconsciousness. Due to quick timing of taking appropriate corrective actions and no other animals present for slaughter, no control action was taken. Owner REDACTED was informed of the forthcoming NR.
