Non-Compliance Description:

On December 14, 2023, at approximately 9:35 am while performing HATS Category VIII - Stunning Effectiveness, I, CSI REDACTED observed the following noncompliance. REDACTED attempted to stun the steer and the head moved causing the stun to be unsuccessful. The animal vocalized. REDACTED immediately stunned the animal a second time. The second stun was successful and rendered the steer unconscious. I took regulatory control action by stopping the stunning of any further cattle. FLS Dr REDACTED was at the location, so I notified her of the situation and that I had taken regulatory control action. Dr. REDACTED and I observed that there were 2 holes in the skull after it had been skinned. One was at the level of the eyes in the center of the skull and angled downward into the sinus cavity. The second was in the center of the skull approximately 2 inches above the first hole and penetrated the cranium. The establishment provided a verbal corrective action, and I relinquished my regulatory control. HACCP Coordinator REDACTED and Owner REDACTED were immediately notified of the forthcoming noncompliance with regulations 9 CFR 313.15(a)(1) and 313.16(b)(1)(iii).

On 12/14/23 while performing Hats Category IV Humane Handling during ante-mortem inspection, CSI REDACTED, FLS/PHV Dr. REDACTED and FLS/PHV Dr. REDACTED observed the following the noncompliance. The alleyway that leads from the pens to the restrainer had several pieces of angle iron with squared/sharp edges slightly protruding into the alleyway that could potentially injure an animal. The establishment is in violation of 313.1. HACCP Coordinator REDACTED was notified of the non-compliance.
