On Friday July 12, 2024 at approximately 1110 hours while observing stunning effectiveness with Dr. REDACTED present as she was conducting a Humane handling Audit at Percival Packing Est. 34001 Scott City, KS. REDACTED Owner operator took the first shot at a steer in the knocking box which did not render the steer unconscious due to after pulling the trigger the steer quickly moved his head. This appeared to be a near miss as no vocalization was made by the steer and the animal was excitable from the time of unloading. A second shot was taken and again the steer moved its head immediately after the trigger was pulled. This appeared to be an additional near miss as no reaction was observed from the steer. REDACTED immediately handed the rifle to employee REDACTED who immediately took a third shot rendering the steer unconscious. There was no vocalization during the whole time. The steer arrived at the plant in an extremely aggressive and agitated manner as it jumped off the trailer it was extremely aggressive in addition to jumping with all four hoofs off the ground it slammed its head numerous times against the pens causing its nose to bleed prior to running inside the building into the knocking box. I CSI REDACTED was instructed by Dr. REDACTED to write a noncompliance record after the situation occurred. This is a non-compliance with 9 CFR 313.16 (a)(1). The skull had two small areas of penetration above and medial to the eye. An additional larger penetrating wound was observed in the target area for rendering the animal unconscious.
