HATS Category VIII: Stunning Effectiveness On 4-9-24 at approximately 10:20 am, the CSI observed the following noncompliance. The CSI observed a first stun with a hand-held captive bolt (HHCB) device on a bovine loaded in the squeeze chute style stun box. The first stun was applied in the correct location, but the HHCB device did not make its usual sound. A dull sound was made by the HHCB device. The CSI also heard the beef vocalize. No other signs of consciousness were observed. The stun operator readily retrieved the backup HHCB device, and a second stun was applied, and the animal was rendered insensible. No regulator control action was taken due to observed immediate and effective corrective actions. Upon inspection of the dressed head, two penetrating holes were present in the correct placement on the skull. The Denver District Management Team was notified through supervisory channels. The plant manager was verbally notified of the forthcoming noncompliance record. There have been no noncompliance records issued for the same root cause in the past 90 days. This establishment operates under a robust systematic approach to humane handling of livestock.
