313.16(a)(1)
On March 12, 2024, at 0838 hours, I Dr. REDACTED while verifying compliance with Humane Handling Activities Tracking System (HATS) Category VIII-Stunning Effectiveness, observed a failed stunning attempt by an establishment employee. The employee attempted to stun a bull that was in the knock box by using a firearm. The employee fired the gun and immediately stated that the bull did not drop to the ground and that another shot would be needed. He immediately fired a second shot, and this rendered the bull unconscious as verified by the employee and me. I also verified that two entrance wounds were present in the head. The establishment then proceeded with the shackling of this bull. This was the only animal presented for slaughter for the day by the establishment. I informed REDACTED, establishment owner, of the forthcoming noncompliance record. The use of the firearm did not produce immediate unconsciousness in the animal by a single shot. Therefore, this is a failure of 313.16(a)(1).
