313.15(a)(1)
On April 23, 2023, at approximately 9:35 am while performing HATS Category VIII - Stunning Effectiveness, I, CSI REDACTED observed the following noncompliance. The stunning operator attempted to stun a heifer with a hand-held captive bolt device (HHCB). Even though the heifer’s head was restrained within the stunning chute, the animal moved its head slightly, and the stun attempt was unsuccessful in rendering the animal unconscious. The conscious heifer remained standing and began to vocalize loudly. The stunning operator immediately stunned the animal a second time with a preloaded backup HHCB. The second attempt successfully rendered the heifer unconscious. Slaughter Floor Manager Mr. REDACTED was immediately notified of the noncompliance with regulations 9 CFR 313.15(a)(1). I took a verbal regulatory control action by stopping any further stunning of cattle. I observed two stunning holes in the skull. The first stunning hole appeared not to fully penetrate the skull. The second hole was within an inch of the first and penetrated deeper into the skull. The establishment provided an acceptable preventive measure, and I relinquished my regulatory control at approximately 10:10 am.
