On July 30, 2024 at approximately 11:40am, SPHV Dr. REDACTED was walking around the outside of the barn and the following noncompliance was observed in HATS category V & VI: Dr. REDACTED observed from the side opening of the barn as 2 employees attempted to get a NAD cow to rise. One of the employees utilized the electric prod 4 times before the other employee noted Dr. REDACTEDs presence and had the employee with the electric prod cease utilizing it. They then made an attempt to get the cow to rise by tapping either side of the withers and pushing forward. The cow was then brought a water bucket that was filled and placed within reach while resting. Through all attempts, the cow did not vocalize nor put in any effort to stand. The plant’s robust humane handling program states that the electric prod is only to be used for 3 attempts of 2 seconds each to get a NAD cow to rise. As such, this situation is a non-compliance with 9 CFR 313.2(b). Plant office team and barn manager were all informed of the situation.
