On 4/25/24 at approximately 1250 hours, while walking by the ante-mortem pens verifying HATS category III (Water and Feed Availability), the following non-compliance was observed. There were 4 Jersey heifers being held in pen #3 and there were 3 small Jersey heifers and 1 small Jersey bull being held in pen #2. I observed that the animals had not been fed. IPP had observed that the 8 animals were unloaded and put into pens #2 and #3 on 4/24/24 at approximately 1240 hours. The animals had been held for over 24 hours without access to feed. I informed HACCP Coordinator REDACTED of my observations and the forthcoming non-compliance. If animals are held longer than 24 hours, then they must have access to feed. This is a non-compliance of the regulatory requirements of 9 CFR 313.2(e).
