Humane Handling Task, HATS Task Category III: Water and Feed Availability On June 25, 2024, at approximately 0740 hours, FSIS Inspection Personnel conducted a Humane Handling Verification Task of the livestock located in outside pens that are located east of the main building of EST#46023 and the following noncompliance was observed: Outside animal holding pen #1 contained 14 beef; FSIS IPP observed a 100-gallon water tank that was empty, leaving the animals with no access to water. FSIS IPP immediately located and informed an establishment employee that the animals did not have access to water as the water has dried up in outside pen #1. All the beef had access to water by approximately 0745 hours, therefore a regulatory control action was not taken due to the direct observation of immediate corrective actions. Additionally, establishment employees placed a second water tank in the holding pen to prevent reoccurrence. There have been no noncompliance records issued for the same root cause in the past 90 days. Plant management was verbally informed of the noncompliance and again in writing with the issuance of this noncompliance record.

Humane Handling Task, HATS Task Category III: Water and Feed Availability On March 5, 2024, at approximately 0755 hours, FSIS Inspection Personnel conducted a Humane Handling Verification Task of the livestock located in outside pens that are located east of the main building of EST#46023 and the following noncompliance was observed: Outside animal holding pen #1 contained 2 beef; FSIS IPP observed a 100-gallon water tank that was approximately 3⁄4 full of frozen water, leaving the animals with no access to water. During inspection the outside temperature was approximately 23 degrees Fahrenheit. FSIS IPP immediately located and informed an establishment employee that the animals did not have access to water as the water was frozen in outside pen #1. All of the beef had access to water by approximately 0758 hours, therefore a regulatory control action was not taken due to the direct observation of immediate corrective actions. This noncompliance is being associated to noncompliance record #SDU0710020113N-1, dated 02/13/2024, for the same root cause of failure to provide animals to access to water. The Denver District Management Team was notified through supervisory channels. Plant management was verbally informed of the noncompliance and again in writing with the issuance of this noncompliance record.

Outside holding pen #2 contained 1 beef; FSIS IPP observed a 100-gallon water tank that was approximately 1⁄2 full of frozen water, leaving the animals with no access to water. Outside pen #3 contained 13 beef; FSIS IPP observed a 100-gallon water tank that was approximately 1⁄2 full of frozen water, leaving the animals with no access to water. During inspection the outside temperature was approximately 28 degrees Fahrenheit. FSIS IPP returned inside and located an establishment employee. IPP informed the employee the animals did not have access to water as the water was frozen into ice in all three pens. The establishment immediately checked on the animals and provided water in outside pen #1 and outside pen #2. The establishment then moved the beef from outside pen #3 into outside pen #1. All of the beef had access to water by approximately 750 hours, therefore a regulatory control action was not taken due to the direct observation of immediate corrective actions. This noncompliance is being associated to noncompliance record #SDU5812123013N-1, dated 12/13/2023 for the same root cause of failure to provide animals with access to water. The Denver District Management Team was notified through supervisory channels. The establishment immediately checked on the animals and provided water in both water tanks. All of the beef had access to water by approximately 0745 hours, therefore a regulatory control action was not taken due to direct observation of immediate corrective actions. Humane Handling Task, HATS Task Category III: Water and Feed Availability On 10/26/2023 at approximately 0705 hours, FSIS Inspection Personnel conducted a Humane Handling Verification Task of the livestock in animal holding pen #6 that were held overnight at EST #46023 and the following noncompliance was observed: Animal holding pen #6 contained 5 lambs; FSIS IPP observed a 50-gallon water tank that was approximately 3⁄4 full of water with the tank full of ice, leaving the animals with no access to water. The outside temperature was approximately 10 degrees Fahrenheit in the animal holding pens. FSIS IPP returned inside and located an establishment employee. IPP informed the employee that the animals did not have access to water as the water was frozen. The establishment immediately checked on the animals and provided water in the water tank to thaw the ice. All of the lambs had access to water by approximately 0710 hours, therefore a regulatory control action was not taken due to direct observation of immediate and effective corrective action. There have been no noncompliance records issued in the past 90 days for the same root cause. The Denver District Management Team was notified through supervisory channels. This finding is noncompliant with Title 9 CFR 313.2(e). Plant management was verbally informed of the noncompliance and again in writing with the issuance of this noncompliance record. This establishment operated under a Robust Systematic Approach to the Humane Handling of Livestock.
