On 5-28-25 I CSI REDACTED noticed the following Noncompliance Record at the Almena Kill Site. At 7AM I conducted my livestock humane handling check and noticed that there was a single hog in the hog pen and it had no water inside its water dish. The water dish was upside down and in the middle of the hog pen. I asked kill plant site staff about this and they had told me that the hog had water in the dish at 6AM and between 6AM and 7AM it must have knocked over the water dish and spilled out the water. In last weeks plant meeting I had addressed this issue with Plant Operations Coordinator REDACTED. REDACTED had told me that he was going to get some bricks or something to make sure that the hogs water dish could not move or be tip over and would remain full of water to stay in compliance with Federal Regulations Code 9CFR 313.2.E. After kill Almena plant office staff will be notified of the NR. Kill floor staff were notified of the NR as well.

Non-Compliance Description:

On October 30, 2024, at approximately 1220 hours, I, SPHV REDACTED was performing the Humane Handling Category VIII (Stunning Effectiveness) task and observed the following noncompliance. An establishment employee attempted a poll stun on an adult ram with a hand-held captive bolt. The animal remained standing and made a jump forward. The ram did not vocalize and did not appear agitated. There was no visible blood coming from the head. The employee immediately reloaded the same handheld captive bolt and applied a second effective stun, rendering the animal unconscious. I immediately informed, Mr. REDACTED, Slaughter Floor Supervisor, that slaughter operations were ceased until preventive measures were provided. He immediately provided preventive measures, and slaughter was allowed to resume. During post-mortem inspection, the skinned head was inspected, and two holes were present. Both holes were in the poll region approximately 1⁄4 inch apart. This is noncompliance with 9 CFR 313.15(a). I informed Mr. REDACTED that a noncompliance record would be issued.
