313.15(a)(1)
At 11:20 hours on 2/18/2025 while performing HATS Task Category VIII - Stunning Effectiveness, the IIC observed the following noncompliance: An establishment employee who is trained to stun on a regular basis attempted to stun a beef steer in the restrainer with a hand-held captive bolt (HHCB) device. During the stun attempt the animal moved its nose bumping the arm of the person stunning, causing the HHCB device to discharge. After the stun attempt, the beef steer remained conscious. It moved its head with coordination while standing with rhythmic breathing and eyes blinking normally. The establishment employee immediately reloaded the same hand-held captive bolt device and applied a second stun, effectively rendering the animal unconscious. The establishment then placed a security stun as it is part of their stunning protocol. A regulatory control action was taken with verbal notification to Mr. REDACTED, establishment owner and stunning was halted. The IIC inspected the head with the hide off and found three entrance wounds. One wound was center of the forehead 1⁄4 inch above center of a line drawn between the eyes. One wound was 1⁄4 inch below center of a line drawn between the eyes. One wound was in the center of the forehead 3⁄4 inch above a line drawn between the eyes but penetrating the skull at an angel toward the top of the skull. The IIC informed Mr. REDACTED of the forthcoming noncompliance record for the failure to meet regulations 9 CFR 313.15(a)(1). Corrective actions were given by Mr. REDACTED, establishment manager. Mr. REDACTED informed the IIC that the normal stunning person will be stunning for the rest of the day. IIC released the regulatory control action and stunning resumed.
