Non-Compliance Description:

HATS Category III: Water Availability On November 19, 2024, at approximately 0700 hours while performing antemortem, I, the CSI, observed the following noncompliance. A black steer in the alleyway with no access to water, as there was not a bucket or water trough available to the steer. Establishment personnel confirmed that the steer was dropped off after hours on November 18. A regulatory control action was not taken due to observing an establishment employee moving the steer into a holding pen with water available. The plant manager was verbally notified that a noncompliance record would be documented. The District Veterinary Medical Specialist was notified through supervisory channels. The establishment does not have a robust systematic approach to humane handling of livestock. There have been no noncompliance records issued for the same root cause within the past 90 days.
