HATS Category III – Water and Feed Availability While performing an Odd Hour Inspection at approximately 0745 hours on 9/25/25, I was verifying HATS Category III – Water and Feed Availability and observed 4 cows, each in their own holding pen, without adequate access to water. Upon closer inspection, I observed a 5-gallon bucket tipped over in one of the holding pens. I did not observe 5-gallon buckets in any of the pens holding the other 3 cows. I have previously observed the establishment routinely use the same 5-gallon buckets for water for livestock held in holding pens. I immediately notified Production Lead REDACTED of my observations. Production Lead REDACTED immediately instructed establishment employees to fill 5-gallon buckets with water and place them in holding pens. While discussing these observations with Plant Manager REDACTED, he stated the establishment failed to secure the buckets to the gate/rails prior to ensure they would not tip over. The establishment has failed to meet regulatory requirements of 9 CFR 313.2(e). Plant Manager REDACTED was notified that a noncompliance record would be documented. Plant Manager REDACTED further stated that when holding livestock overnight establishment management would ensure the 5-gallon water buckets were secured to the rails/gate prior to leaving the premises for the evening.
