HATS Category VIII: Stunning Effectiveness On 7/30/25 while performing a Humane Handling Activity Tracking Systems (HATs) verification task to evaluate stunning effectiveness at establishment Daisy Pac LLC., Est. 1236, I, the Consumer Safety Inspector (CSI) observed the following noncompliance. At approximately 9:10 am I observed establishment owner attempt to stun the first pig of the day which was a sow with a hand-held captive bolt (HHCB) stunning device. The administered stun penetrated, evident from an observed penetrating hole, but was ineffective. The animal remained conscious, standing, and did not vocalize nor display any signs of distress. The establishment owner took immediate control and administered a second stun with .22 magnum rifle, which was successful in rendering the animal unconscious and completely insensible to pain. I immediately directed the establishment owner to stop and of my findings and that a noncompliance would be documented. I then informed the manager of the Meat and Poultry Inspection Program (MPIP) for Utah my observations. After a discussion with MPIP manager and the establishment providing verbal preventative measures of shooting all sows going forward, I directed the establishment to continue the day. After reviewing the skull, I observed a hole in the head. I observed the stunning for the rest of the day, and each subsequent stun was effective. The Denver District Management team was notified through supervisory channels. In review of noncompliance records (NRs), the establishment has not received any same-cause NR in the past 90 days.
