HATS Category VIII: Stunning Effectiveness On September 19, 2025, at approximately 0810 hours while observing the stunning process for beef slaughter, CSI REDACTED observed the following noncompliance. Mr. REDACTED, Plant Manager, was administering the captive bolt knock to a heifer while in the head catch. The captive bolt gun fired and struck the animal on the forehead. The heifer immediately vocalized and remained standing and conscious. Mr. REDACTED quickly administered a second stunning attempt, which contacted the heifer on the forehead but was ineffective, as evidenced by the animal remaining standing and conscious. The third stunning attempt was promptly administered and rendered the animal unconscious. Mr. REDACTED informed Inspector REDACTED that new ammunition was being used and believed that could have caused the issue. The balance of the day’s knocking showed no other issues. On Monday, September 22, 2025, Mr. REDACTED informed inspection that upon examination of the captive bolt gun, he noticed that a gasket was torn. He replaced the gasket, reinspected the two captive bolt guns, and thoroughly cleaned them. Mr. REDACTED was notified both verbally at the time of the incident and in writing with this NR of the establishment’s failure to comply with the regulatory requirements of 9 CFR 313.15(a)(1).
