HATS Category III: Water Availability On November 19, 2024, at 1157 hours, while performing a humane handling task, I, the CSI, observed the following noncompliance(s): While observing the four bovines in the holding pens, I observed frozen water in the troughs. Therefore, water was not available for the animals. The plant manager observed and was verbally informed of the forthcoming noncompliance record (NR). A regulatory control action was not taken due to the observed corrective actions of the establishment breaking the ice in the troughs. The District Veterinary Medical Specialist (DVMS) was notified through supervisory channels. This NR is being associated with NR #HNT4215103331N-1 issued on 10/31/2024 for the same root cause. This establishment operates under a robust systematic approach to the humane handling of livestock.

Therefore, making no water available for the animals. Plant management observed and was informed of the forthcoming noncompliance record (NR). A 90-day review showed no other NR of this origin or nature.
