At 0725 hours while performing verification activities for the Livestock Humane Handling HATS Category 3 Water and Feed Availability, IPP observed the following noncompliance. In the antemortem inspection holding pen IPP observed two heifers and five veal. The cattle in this pen did have access to a water trough, however there was approximately 1⁄4 inch of water that was an opaque brownish color throughout, and the bottom of the trough could be seen on one side. This is a violation of 9 CFR 313.2 which states, “Animals shall have access to water in all holding pens.” Dr. REDACTED, HACCP manager, and Mr. REDACTED were informed of lack of water. Dr. REDACTED ensured the water trough would be filled and IPP confirmed it was at approximately 0830 hours after providing the on-line inspector a 30-minute break.
