On Tuesday, November 12, 2024, at approximately 0855hours, while performing the Livestock Humane Handling HATS Category III Water and Feed task, a noncompliance with HATS Category III Water and Feed was observed. While observing livestock in the pens, I, REDACTED (CSI) observed that 2 USDA Beef animals (identified on the pen card as REDACTED #044 and REDACTED #036 dated 11/11/24) were in a pen without water. I notified REDACTED (kill floor employee), and he immediately provided the animals with adequate fresh water. I verbally notified REDACTED (HACCP Coordinator) of the deficiencies and forthcoming noncompliance record. The establishment failed to provide these animals with access to water. The establishment failed to meet the requirement of 9CFR 313.2(e)

On Thursday, October 10, 2024, at approximately 0943hours, while performing the Livestock Humane Handling HATS Category III Water and Feed task, a noncompliance with HATS Category III Water and Feed was observed. While observing livestock in the pens, Dr. REDACTED (DVMO) and I, REDACTED (CSI) observed that 1 USDA Beef animals (identified on the pen card as Packard Point Red Cow #326) was in a pen without water. The establishment had moved the cow into that pen during previous antemortem observation around 0840 hours due to difficulty driving to the knock box and failed to provide the animal with access to water. The establishment failed to meet the requirements of 9CFR 313.2(e). This noncompliance record is associated to NR AYF4113100909N October 9,2024, for the failure to provide livestock adequate access to water. The planned preventative measures may not have been implemented or were ineffective in preventing the reoccurrence of the deviation.

HATS Category III- Water and Feed On Wednesday October 9, 2024, at approximately 0930 hours, while performing the Livestock Humane Handling HATS Category III Water and Feed task noncompliance was observed. While observing livestock in the pens, Dr. REDACTED (DVMO) and I, REDACTED (CSI) observed that there were 2 USDA Beef animals (identified on the pen card as Packard Point Red Cow #326 and Packard Point Red Cow #70) that had no water in the pen and no means to access water. These animals had been unloaded and placed in pens after my earlier antemortem inspection around 0830hours. I notified REDACTED (kill floor employee), and he immediately moved the animals into a pen with water. The establishment failed to provide these animals with access to water. The establishment failed to meet the requirement of 9CFR 313.2(e) I verbally notified REDACTED the HACCP President of the deficiencies and forthcoming noncompliance record.
