Non-Compliance Description:

Today, August 27, 2025, at approximately 0745 hours, while observing the stunning effectiveness at establishment M2321, I observed the following noncompliance: The establishment moved a red and white Holstein dairy cow (ear tag 275) in the knocking box and head restrainer to be stunned with a handheld captive bolt gun. When the operator, REDACTED, shot the first stun, the cow stood still while remaining standing and showed no signs of agitation. It stood there as though nothing had happened. REDACTED then took a second shot with the same captive bolt gun and the animal immediately dropped to the ground. REDACTED then took a security third shot to ensure the animal was completely unconscious. Examination of the skull revealed 3 holes in the forehead of the animal and also showed the first shot did not penetrate the skull as deep as the other two shots. Owner, REDACTED, was verbally notified of this noncompliance. He also was present when the head of the animal was examined. This does not comply with the regulations set out in 9CFR313.15(a)(1) and 9CFR313.15(a)(3). This document serves as written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative actions.
