Non-Compliance Description:

On July 14, 2025, at approximately 0720 Hours, while conducting my routine humane handling of livestock verification task, I, CSI REDACTED, observed that there was no water available in the outdoor holding pen area located in front of the building, where cattle were being held. There were live animals present in the pen at the time of this observation. I notified Mr. REDACTED establishment Manager of the noncompliance with 9 CFR 313.2(e), and I informed Mr. REDACTED that I would be issuing a noncompliance record. No regulatory control action was taken at this time, but establishment management was verbally notified immediately. The condition was corrected shortly thereafter when water was restored to the pen. This noncompliance is being documented to ensure continued compliance with humane handling regulations. Repeated failures to provide animals with access to water may result in further enforcement actions. According to 9 CFR 313.2(e): Water shall be provided in all holding pens where animals are held overnight. Animals shall have access to water in all holding pens and, if held longer than 24 hours, shall be provided with feed. Although the animals were not held overnight in this case, the lack of access to water during the holding period still represents a violation of humane handling practices and can negatively impact animal welfare.
