Category VIII – Stunning Effectiveness On 2/10/2025 at approximately 7:37am while performing HATS Category VIII – Stunning Effectiveness at Palace Meats (Est. M9880), I observed the following noncompliance: While verifying HATS Category VIII - Stunning Effectiveness, I observed Mr. REDACTED, Establishment Stunner, move 4 market hogs from the holding pen, and alleyway, into the stunning area. As he held the electrical stunner and approached one of the four hogs, he made contact for a head stun, and as he initiated the electrical stun, the hog momentarily stiffened, the hog simultaneously vocalized and then backed away from the stunner into the other moving hogs. The employee immediately re-positioned himself and applied immediate corrective actions by re-applying the electrical stunner to the head of that same hog, rendering it unconscious. The employee proceeded with a safety stun to the chest and followed up with another head stun. I verbally notified HACCP Coordinator Mr. REDACTED of my observations and forthcoming noncompliance. That the establishment failed to render the animal immediately unconscious with the first application of the stunner and failed to meet regulatory requirements of 9 CFR 313.30(a)(1) and 9 CFR 313.30(a)(3). Mr. REDACTED immediately talked to his employee and provided further appropriate preventative measures. The remaining market hogs for the day were all verified unconscious on the first electrical stun attempt.
