HATS Category III- Water and Feed Availability (9 CFR 313.2(e)) At approximately 7:10 am, September 9th, 2025, CSI REDACTED observed the following while performing a livestock humane handling task: In pen number 3, where there are 4 cattle. The water trough was empty. There is no other source of water the animals can access in or from the pen. I immediately notified Assistant Plant Manager REDACTED of the observation. I stayed in the pen area to ensure water is provided and the establishment was brought back into compliance promptly. This is a non-compliance of 9 CFR 313.2(e). Assistant Plant Manager REDACTED was notified of the above observation and the forthcoming non-compliance report.

Hats Category VIII: Stunning Effectiveness; 9 CFR: 313.16(a)(1), and 313.16(b)(2) On March 11th, 2025 at approximately 0333 hours in Est M2918 CSI REDACTED observed the following: A medium sized longhorn cow was pinned in the middle of the trailer. The animal was calm and still. The first stunning attempt was applied using a 45 long colt pistol. CSI REDACTED observed the animal to have remained standing and had rhythmic breathing. The establishment then immediately administered another bullet. The animal remained standing and had rhythmic breathing. The establishment then administered a third ineffective stunning attempt. The animal remained standing, had rhythmic breathing, and had spontaneous unprovoked blinking. The establishment employee then applied a fourth effective stun with a 357-mag pistol. The animal was rendered unconscious. The 357-mag pistol is a different pistol and was located in the kill floor office. CSI REDACTED Tagged the Knock box with U.S. Rejected tag B30942841 and the secondary entrance where longhorn was to be brought in with U.S. Rejected tag B3094846. CSI REDACTED informed Assistant Plant Manager REDACTED and Plant Manager REDACTED of the non-compliance in violation of 9 CFR: 313.16 (a)(1), and 313.16(b)(2) for failure to use the proper caliber. The establishment has a robust human handling program. Noncompliance report issued 03/12/2025.
