HATS Category I: Adequate Measures for Inclement Weather HATS Category III: Water and Feed Availability On 02/04/2025, at approximately 0815 hours, I, the CSI, conducted a Humane Handling Verification Task and Antemortem Inspection at Est. #47674. The following noncompliance was observed: I observed one of the automatic water tanks being frozen solid at Producers Partnership, Est. # M47674. This water tank is shared between pens 3 and 4 in which pen 3 is holding 2 beef; the 2 beef did not have access to water. It is currently -3 degrees; however, the other automatic water tanks were not frozen over. There was between 1 to 1.5 inches of ice and even after trying to break the ice, to open up the water, establishment personnel were unsuccessful in providing access to water for the beef. This is in violation of Title 9 CFR 313.2(e) which states; "Animals shall have access to water in all holding pens". An immediate corrective action was taken by asking and verifying the beef be moved to a different pen with accessible water. Also, after notifying plant management, the plant's maintenance worker was called to come out and repair the automatic water tank. I notified the plant manager verbally of the noncompliance at the time of the observations and again in writing with the issuance of this Noncompliance Record. I also notified the plant owner in writing with the issuance of this Noncompliance Record. There have been no noncompliance records issued for the same root cause in the past 90 days. This establishment operates under a robust systematic approach to the humane handling of livestock.
