HATS Category III: Water and Feed Availability Around 8:30 am while performing the HATS task for humane handling, the IPP noted that there was no water available in any of the water troughs in any of the 4 holding pens. Only 3 of the holding pens were holding animals, with pen 1 containing two steers, pen 2 containing 1 steer, and pen 4 containing 3 cattle for custom exempt slaughter. This is in violation of Title 9 CFR 313.2(e). The plant owner was verbally notified of this issue and that a Noncompliance Record would be issued. The plant owner immediately performed corrective actions and filled the water troughs where animals were being held, bringing them back into compliance. Therefore, no regulatory control action was taken. The plant owner also informed the IPP that going forward water troughs will be filled as soon as an animal is placed in a holding pen. A 90-day review of Noncompliance Records shows no similar Noncompliance Records on this matter. The District Veterinary Medical specialist was notified through supervisory channels. This establishment has not implemented a robust systematic approach to the humane handling of livestock.
