Non-Compliance Description:

On August 26, 2025, at approximately 10:00 am while performing HATS Category VIII - Stunning Effectiveness, I, CSI REDACTED observed the following noncompliance. The stunning operator attempted to stun a pig with a hand-held captive bolt device (HHCB). As the stunner attempted to stun the pig, the angle was slightly off, and the stun attempt was unsuccessful in rendering the animal unconscious. The conscious pig remained standing and vocalized loudly one time. The stunning operator immediately reloaded the (HHCB) and stunned the animal a second time which successfully rendered the animal unconscious. Location owner, REDACTED, was immediately notified of the noncompliance with regulations 9 CFR 313.15(a)(1). I took a verbal regulatory control action by stopping any further stunning of animals. The establishment provided an acceptable preventive measure, and I relinquished my regulatory control at approximately 10:30 am.

Non-Compliance Description:

On January 21, 2025, at approximately 9:45 am while performing HATS Category VIII - Stunning Effectiveness, I, CSI REDACTED observed the following noncompliance. The stunning operator attempted to stun a pig with a hand-held captive bolt device (HHCB). As the stunner attempted to stun the pig, the animal moved its head slightly, and the stun attempt was unsuccessful in rendering the animal unconscious. The conscious pig remained standing and vocalized loudly one time. The stunning operator immediately decided to use a rifle to stun the animal a second time. An establishment employee retrieved the back-up firearm stored nearby in a room directly adjacent to the slaughter room. I waited in the room where the firearm was stored until the second attempt was made. After the second attempt was made, I returned to see the shot had successfully rendered the animal unconscious. Location owner, REDACTED, was immediately notified of the noncompliance with regulations 9 CFR 313.15(a)(1). I took a verbal regulatory control action by stopping any further stunning of animals. The establishment provided an acceptable preventive measure, and I relinquished my regulatory control at approximately 10:10 am.
