HATS Failure: VIII Stunning Effectiveness 313.16(a)(1) & 9 CFR 313.15(a)(1) On 9-25-2025 at11:38 A.M, while I was performing my Humane Handling Task, the following non-compliance was observed. On the second sow for slaughter. The firearm the establishment uses is 45 caliber. The slaughter supervisor REDACTED first shot the Sow with the firearm. It failed to stun the animal the sow remained standing and squealing and kicking. He immediately used the backup hand-held captive bolt. It failed to stun the animal. He immediately went back to the firearm and fired again. This time rendering the animal unconscious or dead. The animal was bled out after the final knock. I notified REDACTED slaughter supervisor that this is a failure of 9 CFR 313.16(a)(1) & 9 CFR 313.15(a)(1), and that a non-compliance record would be issued. I did not retain tag the knock box. This was the last animal inspected for the day. No recent similar NR in the last 90 days

HATS failure: III Water and Feed 9 CFR 313.2 On 8-1-2025 at 7:58 A.M., While I was performing my Humane Handling Task, the following non-compliance was observed. When I arrived at the establishment. I walked over to the livestock holding pens. The inspected pig in pen one did not have access to water and the custom exempt pig in pen two did not have access to water. No establishment employees were at the establishment at that time. At 8:03 A.M. the establishment supervisor arrived and I notified him of my findings. REDACTED supervisor immediately went to the livestock holding pens and pushed the buckets of water back into the pens and provided them with fresh water. He stated the last time someone was there was at 6 P.M. the evening before to check on the pigs. I notified him that this is a failure of 9 CFR 313.2 and that a non-compliance record would be issued.

HATS Failure Category III: Water and feed availability 4/1/2025 while I was performing my Humane Handling Task, the following non-compliance was observed. While I was walking out to the animal holding pens. I observed in pen one, a sow that did not have access to water. On the other side of the pen was the water container for the animal. The sow could not reach the water, and the head of this sow was too large to fit between the bars to reach it. I notified REDACTED at 9:05A.M. of this failure 9 CFR 313.2(e) and that a non-compliance will be issued. When I asked when the last time they check on the animal. REDACTED stated it was the night before. The animal was given water at 8:40A.M. after locating someone to give it water.
