HATS Category III - Water and Feed Availability On 07/11/2025, at approximately 1:00pm, the following noncompliance was observed while performing the Livestock Humane Handling task. While observing the conditions in the barn and cattle holding pens, there were two dairy cows in sternal recumbency lying in the covered and enclosed gooseneck trailer unloading bay/drive ally. This space was being used as a makeshift holding pen as all of the holding pens were full. This area is not routinely used to hold cattle and does not have access to a water trough, as is provided in the holding pens. There was an empty 5-gallon bucket observed in the unloading area. Plant owners REDACTED and REDACTED were notified of the noncompliance, and Harvest Lead REDACTED provided water with a 5-gallon bucket. This represents a noncompliance with 9 CFR 313.2(e). Upon closer examination, both cows were determined to be non-ambulatory disabled and were humanely euthanized using a hand-held captive bolt gun.
