HATS Category III: Water and Feed Availability On Wednesday, April 16, 2025, at approximately 1040 hours, I, the DVMS, was performing post-mortem inspection on the final rail. I observed that stunning of livestock had ceased for the establishment lunch break. I proceeded to the stun box and chute and observed eight Holstein cows being held within the single-file chute without access to water. No regulatory control action was taken. I verbally notified the plant manager and assistant plant manager of the forthcoming noncompliance record. We discussed that animals must be provided with access to water while being held, which includes establishment breaks and breakdowns, and if the establishment is not actively stunning and moving livestock through the single file chute, then the single file chute it being utilized as a holding pen. The Denver District Management Team was notified through supervisory channels. There have been no noncompliance records issued for the same root cause within the past 90 days. This establishment has not implemented a robust systematic approach to the humane handling of livestock.
