On 8-28-2025 at approximately 11:58 AM, while verifying HATS category VIII - Stunning Effectiveness, at Wilkes Abattoir TA-19511, I observed the following noncompliance: An establishment employee loaded a steer into the knockbox and attempted to stun the animal with the handheld captive bolt (HHCB). The animal remained standing and fully conscious after the first stun attempt. The establishment employee promptly reloaded the HHCB and delivered a second stun attempt. This second attempt was delivered in a timely manner and rendered the steer permanently insensible. IPP verified that both stunning attempts contacted the steer. The knockbox was tagged with US Rejected tag No. B-45655700 pending corrective action(s) from the establishment. REDACTED, plant manager was notified of failure to comply with 9CFR 313.15(a)(1).
