According to data from the US BLS, the unemployment rate of California was 11.4% (sa) in May, 2009. Among all California counties, these 3 were among those with high unemployment rates (nsa): Imperial (27.2%), Alpine (18.8%), and Sutter (17%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Santa Barbara (7.7%), Marin (7.7%), and Napa (8%).
