According to data from the US BLS, the unemployment rate of California was 11.8% (sa) in September, 2011. Among all California counties, these 3 were among those with high unemployment rates (nsa): Imperial (31.4%), Tulare (16%), and Yuba (15.9%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Marin (7.4%), San Mateo (7.6%), and San Francisco (8%).
