According to data from the US BLS, the unemployment rate of California was 7.1% (sa) in November, 2014. Among all California counties, these 3 were among those with high unemployment rates (nsa): Imperial (23%), Colusa (16.7%), and Tulare (12.2%).

On the hand, the following three counties were among those with low unemployment rates (nsa): San Mateo (3.9%), San Francisco (4%), and Marin (4%).
